Javier Betancourt Valle is a lawyer from the Universidad Javeriana, and holds specializations in international contractual regime and financial legislation from the University of Los Andes, and an LLM in International Business and Trade Law from Fordham University.

Between November 2011 and April 2013, he held the positions of Head of the Legal Advisory Office , Vice President of Area Promotion and Allocation and President of the National Hydrocarbons Agency (ANH for its name in Spanish: Agencia Nacional de Hidrocarburos). Among the activities carried out under his management, Mr. Betancourt Valle was in charge of planning, structuring and executing the Ronda Colombia 2012 and 2014; under which 76 new contracts were awarded for Hydrocarbon Exploration and Production (E & P) and / or Technical Assessment (TEA), generating over US$ 3.5 billion in direct foreign investment. For this competitive area allocation process, Mr. Betancourt actively participated in the design of the “Terms of Reference for the Ronda Colombia 2012”, which for the first time in Colombian history, put into place a set of specific regulations for the development of hydrocarbon activities in unconventional reservoirs.

Among others, it´s important to highlight his work experience at British Petroleum Company, Coca-Cola Femsa, Banco Caja Social, Banco Colmena, and his time as Consul of Colombia in New York.
